Access Guide
Access To Higher Education for
Undocumented Students
In Pennsylvania, undocumented students who have graduated from high school in Pennsylvania, or have a GED certificate, unfortunately do not qualify for in-state tuition rates at public institutions of higher education in the Commonwealth. Instead, they are only eligible for international student tuition rates.
As PIC continues to fight for the passage of the Tuition Equity Act to improve college access for immigrant youth and allow them to give back to the state they grew up in, we have also put together a college access guide for students looking to continue their education now. This guide includes information from in-state colleges and universities, information on private scholarship opportunities and is available in both English and Spanish.
IMPORTANT NOTE ON DISTRIBUTION OF THE GUIDE:

This resource is available to PIC members and upon limited request for those outside of the coalition.

If you are a student or parent of a student, you are also welcome to reach out and we will connect you with a PIC member currently running youth services.

PIC will share the guide with employees of a Pennsylvania school district, college or university. Requests must come from a work email.
